Understanding IEC 62271 scope

IEC 62271 is the international standard for high-voltage switchgear and controlgear. It covers rated voltages above 1 kV up to 52 kV, with sub-standards for specific equipment types including IEC 62271-200 for AC metal-enclosed switchgear and IEC 62271-202 for compact substations.

For overseas projects, buyers should confirm whether the destination country adopts IEC standards directly or has national adaptations. Some markets require additional type tests or local utility approval beyond IEC compliance.

Key selection parameters

The primary parameters for HV switchgear selection include rated voltage (12kV, 24kV, 40.5kV), rated current, short-circuit breaking current, insulation level (phase-to-earth, phase-to-phase, and across isolation distance), and enclosure protection class (IP rating).

For KYN28-type withdrawable switchgear, verify the circuit breaker truck type (mid-mounted vs. floor-mounted), interlock logic (five-prevention), and whether the design includes separate compartments for busbar, circuit breaker, cable, and low-voltage control.

Arc resistance classification (IAC AFLR) should match the expected fault energy and operating personnel proximity. Internal arc classification is critical for substations with frequent operator access.

RFQ documentation checklist

Submit the single-line diagram, load schedule, voltage class, fault level, system frequency, protection relay specifications, CT/PT ratios, and destination country standards in the RFQ package.

Request type-test certificates for the switchgear assembly, internal arc test reports, and routine test records. For withdrawable switchgear, also request mechanical endurance test data for the circuit breaker truck.

Confirm whether the supplier can provide FAT documentation, wiring diagrams, operation manuals in English, and spare parts lists before shipment.

Common pitfalls in international procurement

A frequent issue is mismatched standards: the buyer specifies IEC but the supplier designs to GB (Chinese national standard). While GB standards are largely aligned with IEC, the buyer should explicitly request IEC type-test certificates rather than GB-only test reports.

Another issue is incomplete scope definition. The RFQ should clarify whether the switchgear includes protection relays, CT/PT, surge arresters, and low-voltage auxiliary circuits, or whether these are buyer-supplied.
